One more before the weekend

The Net Neutrality discussion has gotten so skewed that nobody seems to remember what it is all about.  A lot of the Net Neutrality proponents have turned the issue into a pro v anti regulation (right v left) issue and engineers seem to say that the internet needs to be able to handle prioritized traffic.  Both of which really have nothing to do with the original Net Neutrality issue.

I think the original Net Neutrality question is simple, here it is:  Should ISP’s be the ones who determine what traffic gets priority over other traffic?  Please, figure out your answer to that question first then move on to the ancillary issues.

This month's Network World "Face-Off" feature was on Net Neutrality (www.networkworld.com/columnists/faceoff.html). It included a quote from an op-ed column in the Wall Street Journal by Qwest CEO Richard Notebaert. He used an analogy of buying from LLBean, and having Bean say, "Hey, we have a special partnership with FedEx, and we're going to give you priority shipping for free if you go with FedEx." Who can complain about that?

OK, but your ISP isn't a catalog company. I think a better analogy is this: Qwest controls all the traffic signals that lead to your road, and tells you that it has partnered with LLBean to expedite deliveries from Bean. So you don't lose anything if you prefer Land's End, right? Well, if LLBean gets all the green lights, Land's End gets more red lights. Not because Verizon is making an effort to give them more red lights, but because an intersection can only let traffic through from one road at a time, so if you give one provider's traffic priority, you degrade the speed of the other traffic.

There are other providers of road service, but they either have to either use Verizon's outmoded lanes (DSL and dial-up ISPs) or build their own roads (the cable companies). But no one can afford to build the road system that Verizon has.
